The Oklahoma Highway Patrol says a driver was high on drugs when he hit and killed a man Thursday afternoon near Skiatook.

Troopers say Jacob Gilmartin crossed the center line and hit Clifton Smith head-on. Smith died at the scene. Gilmartin was checked out at a hospital and has not been arrested or charged at this time.
