Former Bartlesville Police Reserve Captain Charged With Embezzlement

The former head of the Bartlesville Police Reserve and Explorers programs is now charged with embezzlement. He's accused of using program funds for fraudulent purposes.

Jerry Kelley was on the Reserve Unit for sixteen years. He was a Captain for a little over ten years and he also oversaw the Police Explorers program.

Police said he touched people's lives, but made several bad decisions and that ultimately cost him his position and landed him in jail.

Bartlesville Police Chief Tracy Roles said he began to see issues with the Police Reserve Program and the Police Explorers Program, soon after he took over as chief back in October.

"It just became looser and looser of how that program was being ran and overseen...it just became they did their own thing with no accountability," said Bartlesville Police Chief Tracy Roles.

Court documents say an investigator saw Kelley make purchases with a Police Explorer debit card.

"There were several transactions that we wanted someone to explain to us," said Chief Roles.

Roles said he started asking to see financial documents and was told he couldn't see them.

Police dug more into the matter through an internal investigation. Eight reserve officers resigned or retired. Kelley was suspended.

"We are able to see the withdraw of $1,750 from the reserve fund a deposit of $1750 into the personal fund of Mr. Kelley,” said Chief Roles.

Roles said Kelley even continued to use reserve funds to buy food for a banquet and set up costs after he had been suspended. Court documents said Kelley and another now-former Reserve Officer had signed and approved the check. Kelley turned himself in and Chief Roles said he's making sure nothing like this happens again.

"Mr. Kelley violated the Public trust and in doing so tarnishes what we stand for here at the Bartlesville Police Department that's not what we are about here," said Chief Roles.

Kelley has been charged with 4 counts of embezzlement and has pleaded not guilty.
